Abstract: World has turned into a global village where every country has the opportunity to benefit from other’s best practices. This study presents review of international practices for fiscal resource distribution. Study presents experiences both from the developed as well as developing countries to provide grounds for an amicable resource distribution mechanism. It was noted that developed countries are concerned about equity and equalization while the developing countries, due to lack of resources, generally are aiming at the formula transfers to ensure stability in provincial budgets. Thus this exercise provides an opportunity to assess available alternatives and possibilities.

Abstract: Evaluation of land use changes and their effects on hydrology of a watershed is necessary for excellent planning and management of water resources. The present study gives information to determine the effects of land use changes on rainfall-runoff relation and runoff-sediment relation in humid subtropical zone. For this study Simly watershed has been selected which has experienced fast land use changes due to development activities. Simly watershed is located in Margalla Hills Islamabad, the capital of Pakistan. Based on rainfall-runoff relation two periods1983-1994 and 1995-2012 were selected for comparison of land use changes effects. The objectives of the study were to determine land use changes during 1992, 2000 and 2010 and analyse the effects of these land use changes on Rainfall-Runoff relation and Runoff-Sediment relation. Double Mass Curve with trend curve was used to determine land use changes effects on Rainfall-Runoff relation and Runoff-Sediment relation. . It can be observed from the results that in humid subtropical zone where the change in rainfall can be ignored land use changes may be deemed as major factor for increase in runoff and sediment. Due to changes in land use the rainfall-runoff relation and runoff sediment relation were changed. The slope trend curves of annual and monsoon moths’ rainfall-runoff mass curves and runoff-sediment mass curves were higher for period 1995-2012 as compared with period 1983-1994. It indicates more runoff and sedimentation occurred during 1995-2012. If development activities continue with this pace the reservoir will be silted up to its designed dead storage much earlier than the expected life of 63 years. In order to reduce sedimentation deforestation and urbanization should be reduced in the Simly catchment.

Abstract: Solving system of nonlinear equations is a problem of great importance in engineering sciences. In this work, we present a family of an optimal fourth order convergent root finding methods for solving nonlinear equations. We also extend our special cases to solve system of nonlinear equations. Numerical tests are performed for the presented methods in comparison with previous methods of this domain to signify the importance of the new methods.

Optimization of fastness and tensile properties of cotton fabric dyed with natural extracts of Marigold flower (Tagetes erecta) by pad-steam method

Abstract: A new approach was investigated for appraising the fastness properties while maintaining/ upgrading the tensile strength of 100% cotton, light weight fabric samples, dyed with natural colourant of Marigold flower (Tagetes erecta). Various dyeing formulas planned with the aid of different dyeing auxiliaries utilized as mordants, cross linkers, finishing agents and UV absorbers were applied by pad-steam (two-bath-two-stage) dyeing procedure. All the recipes were exercised both as pre and post treatments. Pretty yellow fabric samples resulted from the experiments having better colour fastness, enviable K/S value and adequate tensile strength. Some of the mordants (such as FeCl3 and Al2(SO4)3) produced samples of darker shades, entirely different from the yellow colour. The presence of CuSO4 in the dyeing recipe produced sample with bright yellow shade. This mordant was excelled by all other dyeing auxiliaries in enhancing not only the colourfastness but also presenting greater colour strength (K/S value). Post treatment of a reactive UV absorber based on oxalinilide (UV-SUN) and fibre-reactive UV absorber Rayosan C (heterocyclic compound) imparted very good lightfastness (6 Blue Wool Standard). Crosslinking agent Fixapret CPF, methylolation product based on glyoxalmonourein resulted in remarkable improvement in crocking and light fastness of cotton. Fixative Albafix WFF (quaternary ammonium compound) was also found effective in acquiring very good rub fast cotton samples.

Abstract: Due to continuous increase of population, this century the old system unfortunately suffers from many problems i-e limited production of electricity, while demand is going to be higher side on daily bases. To resolve this and similar other problems a quantum leap is required to connect communication via information technology. This dive towards a new efficient technology is called Smart Grid. The central vision of smart grid is the development of smart appliances that will allow autonomous software agents, working as consumers to optimize the use of smart devices while interacting with agents at grid. Overall electricity consumption increased, resulted to increase the amount of electricity bills. Then we need efficient electricity consumption management techniques having minimum user interaction. This paper will discuss different existing methodologies used for energy optimization in smart grid and also portrays how consumer agents can reduce their electricity bills by utilizing incentives from energy suppliers. Different load prediction and game theoretic methodologies for energy management system are also discussed; at the end a novel smart home framework is proposed, which can automate the smart home by considering the energy optimization techniques. The stated system will not only reduce the co2 emission, which is a main cause of global warming, but also reduced the cost of energy consumption for end users.

Is it construction of better laws for a real donor? - The laws on Korean ODA system

Abstract: Korea has development experience of transforming from one of the poorest countries to a donor country within 60 years. Many countries now expect that Korea will play a role of leading donor in international society in the future. The governmental efforts are being made to promote the Korean style projects reflecting the experiences with the economic development in the modern history. Based on the Framework Act, several major Korean ODA laws such as the KOICA Act and the EDCF Act provide different types ODA works and roles of the agencies. However, this legal framework of the Korean ODA is complicated and fragmented. The legislation concerning the purpose of ODA performances, the selection criteria of the partner countries and the ODA evaluation system should be amended in order to consistent maintenance and efficient enforcement of the Korean ODA policies with more effective legal system. Regarding the issue, Korea can consider several points of the Japanese ODA laws. Recently, the New JICA system with the amendment of the related laws combined the roles of former agencies. This reform of law produced more simplified ODA systems and procedures. The Japanese legal changes also clarified the purpose the works following the global standard. By this comparison and considerations of the points from the Japanese law, Korea can establish the one agency system or more practical control power to the CIDC with the legal reform. Certain provisions in the ODA laws for the independence from government influences are also needed. More functional or detailed provisions for more various types of Korean ODA works with NGOs or PPP projects should be established in the ODA laws.

Abstract: We propose an approach to create a navigation system based on a disproportionate but more intuitive cartoon map. In order to solve the disproportionate problem between a cartoon map and a conventional proportionate map, the area is split into several sections and a series of geometric pattern matching algorithms are developed to match two maps, section by section. We also present a method to determine if the user is indoors or outdoors so that our application can switch between the outdoor map and the indoor map automatically.

Performance Analysis of Variable Step Size MSAGF-MMA using Positive Real Number Power of Decision-Directed Error Size

Abstract: In this paper, we analyze the performance of variable step size MSAGF-MMA according to a positive real number power of decision-directed error signal size. This algorithm is designed so as to allow the adaptive blind equalization tab coefficients to be updated according to the maximum fixed step size when the decision error signal size is over a certain base value and the equalization tab coefficients to be updated according to the value of the maximum fixed step size multiplied by the power of (positive real number) of the decision-directed error size value when it is below that. As a result of a comparative analysis of the performance according to power through computer simulation, it is confirmed that the proposed algorithm has a very excellent performance in terms of residual error size as well as convergence rate compared to MMA and MSAGF-MMA. In addition, if value is smaller than 1, convergence rate gets relatively faster while the residual error size gets relatively much smaller if it is bigger than 1.

Spiritual Leadership in South Korea: A Multi-Sample Analysis of the Brokerage Sector

Abstract: This multi-sample study examined the universality of Fry’s (2008) extended model of spiritual leadership, which includes inner life and life satisfaction as new variables, within the context of South Korea’s financial brokerage sector, which is facing uncertain job security. This study supported Fry’s (2003) baseline model; however, only life satisfaction, as an extension to the theory, was supported, revealing that despite uncertainties, spiritual leadership facilitates life satisfaction. Results did not support inner life as an antecedent variable due to low reliability (alpha = .65). Notably, membership contributed almost all of the variance on organizational commitment, as compared to calling, while playing an equal impact on productivity and life satisfaction. The results revealed the challenges of translating the concept of spirituality into Korean, and also the need to examine the relationship of Confucianism to the emergence of spiritual leadership in a Korean context.

Does Reputation Work? Evidence from Investors’ Perception on Earnings

Abstract: This study investigates the effect of CEO reputation, as proxied by high-profile awards to CEOs, on investors’ predictability of earnings. Existing literature has documented that the actions of business stakeholders are affected by reputation concerns. We provide two competing theories of the CEO reputation effect on financial reporting quality: the alignment effect and the entrenchment effect. Using the approach of earnings-return association, we find evidence that, after superstar CEOs receive the high profile award, current stock returns incorporate future earnings information much more weakly than prior to the award. The results suggest that, consistent with the entrenchment effect, the reputation induces CEOs to produce lower quality financial reporting in order to avoid any repercussions from missing capital market expectations.

Impact of Clocking Sources on Electro-Magnetic Interference in Digital FPGA Chips

Abstract: Electro-Magnetic Interference (EMI) has been a challenging issue on the designs of a high-speed printed circuit board (PCB) and digital circuits. The EMI emitted from a chip can produce incorrect signaling due to the EM noises that change the value of signal lines routed on the chip itself or the PCB. The EMI problem becomes much more critical when the circuit speed increases. In a modern high-performance digital chip, its clock frequency is normally more than a GHz. Moreover, supply and threshold voltages have been shrunken continuously. Consequently, a digital chip is more likely to produce malfunction due to the EMI noises coupled with correct values of signals. In this paper, we investigate the EMI of a traditional digital circuit, particularly on the circuits implemented on a commercial FPGA chip. We focus on the impact of a clock frequency of a chip and an off-chip oscillator on an emitted EMI.

Abstract: The Korea-ASEAN FTA have been providing favoured trade environment to the members. The FTA partners will find more and better legal tools for expanding the trades. There are many issues to consider in the FTA works such as the KIC issue in the Korean peninsula and the ODA relation. They will also see the direction of the economic cooperation in Northeast and East Asian region. Korea’s experiences on the economic development and the reform of the politics with the laws may be useful for ASEAN members to comply with international standards. The Korean trade regulations and legal standards are considered as economic resources or infrastructures. Therefore, the Korea and ASEAN members can share the Korean experiences and improve their resources and infrastructures for the common economic growth based on the FTA relation. Future legislations and amendments of the laws in the members must be done with the direction of complying with the principles of promoting cooperation, investment or exchanges. Then, they can expand the cooperation in the legal fields. The cooperation among the partners should be done step by step to maximise the effects of the FTA relation.

Delinquency Behaviors of Households on the Residential Property Market

Abstract: In this paper, we show the reason households default on the payment for whole debts with the Dynamic Random Effect Probit (DERP) model. We employ use 32 monthly data which includes financial statements of individual borrowers and macroeconomic situations. The dependent variable of this model is a dummy variable of delinquency. Explanatory variables include residential status, incomes, and loan amounts of credit and mortgage loans with delinquency status. Macroeconomic variables are comprised of the house price index the short term interest rate, the unemployment rate, and the industrial production index. We find that the delinquency probability is increasing when borrowers live their own house. Moreover, households have willing to delay the payment duty until the price of house encountering their satisfaction.

Accounting for R&D Expenditure: To Capitalize or Not to Capitalize?

Abstract: This study investigates the effect of R&D capitalization on earnings variability. Investment in R&D plays a significant role in the world of business by leading to innovation, development, and the growth of business enterprises. However, the current accounting standards require corporations to expense the R&D costs as incurred. Accordingly, there has been a debate over the accounting treatment for such investment for decades. We calculate earnings (adjusted for R&D capitalization), as if the company’s R&D expenditures were capitalized during the period and compare it with reported earnings in financial statements. We find that earnings reported in the financial statements are more variable when R&D spending changes significantly. It implies that financial reporting under R&D capitalization provides more reliable information. The findings of this study supports the argument that we should make changes from the current accounting treatment of R&D expensing to R&D capitalization, which may provide more value-relevant and reliable information on earnings.

Abstract: Recent u-Healthcare system can measure more complicated bio signal according to both built in sensor technology and personal carrying equipments' appearance. The system has been developed to analyze bio signal at anywhere and anytime. For example, there is a system to analyze abnormality and activity of body by measuring it for 24 hours a day. The system needs long time measured and accumulated bio signal, will have bigger capacity data and atypical data structure. In this paper, we define this bio signal as big data and propose u-Healthcare system framework which services the result of analyzed big data in real time. The proposed framework includes both bio signal transmission and analysis and real time service method. It uses open standard platform for all service process from bio signal transmission to final result of bio signal analysis to make machine compatibility and data interoperability. We verify framework of promising by servicing the result of analysis in real time which is collected object movement information by acceleration sensor.

Abstract: An ontology which contains diseases, involved symptoms, available prescriptions (formulas), and the efficacy by the prescriptions was built for various health care systems based on traditional medicine. An information support system was developed to test the effect of treatment support in the clinical environment by using the ontology. The result of diagnoses at a low level represented higher matching with the result of diagnoses by practitioners than the decision tree by using questionnaires, and relatively higher matching for specific diseases. In testing the system by presenting an exemplary symptom for a specific prescription, low matching was shown with the result of practitioner’s diagnosis or correct answers. However, system users were highly satisfied with the system, and there were opinions that the result was similar to their result of diagnoses and many positive reviews that the result of the system was ideal for real patients. It is expected that the information support system can be used ideally for treatment support for practitioners or as a health care system, provided that explicit description and collection of symptoms is implemented and then well reflected in the ontology.

The Characteristics of the Crystal of CdSe thin films fabricated by electochemical techniques

Abstract: CdSe thin films, using for the optoelectronic applications such as photoconductor and solar cell, have been fabricated by the electrochemical electrodeposition techniques. The cyclic votammograms were used to decide electrodeposition potential, and the electrodeposited CdSe thin films have been analyzed according to the phtoelectrochemial experiment. The crystallinity and the surface morphology have been studied X-ray diffraction (XRD) and scanning electron microscopy (SEM), respectively. From photoelectrochemical experiment, the electrodeposited CdSe thin films were grown by n-type semiconductor and flatband potential was ca. -0.4 ~ -0.46 V vs. SCE. XRD patterns were informed to be consisted of cubic crystallinity structure. SEM results showed that the sizes of grain were from 0.1 to 1.0 μm. The energy bandgaps of CdSe thin films by the cyclic and the potentiostatic electrodeposition techniques were 1.78 and 1.81 eV, respectively.

Understanding the Factors Influencing Consumer Adoption of N-Screen services in South Korea

Abstract: This research examines what factors affect the adoption of N-Screen services. Specifically, we identify the drivers that positively influence the adoption of N-Screen services as well as the inhibitors dissuading consumers from adopting the N-Screen services. An online survey was conducted under the context of Korean consumers. The results demonstrate that perceived usefulness of N-Screen services prompts consumers’ intention to adopt N-Screen services, while the perceived (monetary and non-monetary) risks of N-Screen services are found to serve as barriers to adoption of N-Screen services. Moreover, consumer needs and traits, media and device ownership, and media usage behavior are found to have significant impact on the perceived usefulness of N-Screen services.

Abstract: The cloud computing is a system enabling the use of information stored in data center by mobile device without any software. The Ministry of National Defense aims to building of national defense cloud computing environment as a part of Basic Plan for Information in National Defense by 2017 published in 2011. The security for personal information such as information availability should be also considered in cloud computing. The discussion about security measures is essential, especially, because the field of national defense includes military informations influencing directly to the national security. The enhancement of security, however, makes may difficult for information to be managed in real-time, resulting in limiting the use of information in real time, therefore the both security and efficiency should be considered. In this study, a homomorphic crypto system for safe search in network-centric warfare is proposed. The proposed technique allows the searching encrypted information without process of decryption, using a homomorphic cryptographic technique capable of providing service without decryption of encrypted information. The application of proposed technique ensures the safe management of information.

Abstract. The article interprets notions “tradition”, “globalization”, “ethnos”, “language”, “educational space” in the context of actual problems in modern culture and art. The author announces his thoughts about interrelation of such phenomena as globalization of economy, globalization of culture, language and ethnos; describes the views of modern home and foreign scientists. It is pointed out to eternal up-to-datedness of the thoughts of Russian scientist of XVIII M. Lomonosov about interaction of cultures, about advantages of Russian language and other aspects of cultural dialogue. The facts are given which characterize tasks in the sphere of public education and the place of national languages in it in national culture of the first third of XX century. The author emphasizes the necessity of keeping and adaptation of cultural traditions to the newest historical realities for prevention of unification and smoothening of individualities of local cultures which represent wealth and value of world culture. Abstract. The exploration of the intellectual potential problem requires educational intellectualization. The subject of this intellectualization is that the intellectual potential carrier is the future specialist. The potential combines the ability to perform a certain type of activity through humanitarian systems. The educational activity of this system implies creation, accumulation and systematization of the intellectual potential components for a parson to become a specialist, a professional. The intellectual potential integrity and stability are maintained by the intellectual activity principles. The intellect as the combination of intellectual abilities reflects integrally the brain activity at different intellectual levels: the common sense or experience reflected in the activity as the combination of methods of explanation and evaluation of observed phenomena; the reasoning or unstable structures of scientific knowledge, laws and principles as the skill to handle notions within the set scheme, pattern; the intelligence as the highest intellectual ability to handle notions, to study their nature, to create new types of activity.

Abstract. This paper investigates the adaptation of flows in mechanical transport system, based on the use of expert knowledge about its behavior. It is assumed that the examiner observing the behavior of traffic on a running system, generalizes and displays its experience by allocating subsystems with a small change in bandwidth. Thus, the overall system is represented by the collection of subnets of different capacity at different time intervals. The routing problem is to find the ways of transporting of cargo in the specified time with minimal effort. A comparative analysis of algorithms of dynamic and fixed routing is performed. A model of fuzzy temporal hypergraph is used to create routing tables. Subnet with fuzzy stable bandwidth correspond vertices of the hypergraph. Modification of the Dijkstra's algorithm is given for the case of using fuzzy temporal hypergraph. The quality of adaptation parameters of time and resource costs is evaluated.

Abstract. In this paper the routing problem in a transport network with fuzzy parameters changing in time is considered. In this connection, the concept of fuzzy temporal graph is introduced. Which one is a generalization of a fuzzy graph on the one hand, and a temporal graph on the other hand. The incidence of graph vertices is changed in the discrete time in fuzzy temporal graph. Fuzzy temporal graph is offered to use as a model in geographical information system. The problem is analyzed and the method of allocation fuzzy temporal external stable sets is offered. The features of modern geographical information systems connected with operative mapping are considered. The model of working area of precedent of routing is entered. Procedures of a logic conclusion for estimation of affinity and degree of analogousness of precedents are described.

Abstract. The using of fuzzy directed graphs for modeling and the analysis of functioning of difficult systems is offered in this paper. The basic problems inherent in modeling of complex systems are considered here. The graphs model is described from the point of view of the tool of modeling and the analysis of complex systems, for example social and economic systems. The questions of the analysis of a complex system like finding of fuzzy directed graph vitality degree in the case, when the vitality degree is understood as a degree of its strong connectedness are considered here. The example of finding vitality degree of fuzzy direct graph is considered as well.

Thus, changes in political, economic, and social establishments define the need for reforming the entire public consciousness and, above all, education as one of the fundamental spheres of human life. Overview of the graphene film technologies

Abstract. This work`s objective is review of contemporary literature on of the graphene film technology based on silicon carbide, comparison its advantages and disadvantages with other graphene technologies, definition of the optimality conditions and growth modes, and definition of the substrate parameters to produce the graphene with high structural perfection. The graphene interest is provided, first of all, by the graphene unique physical and mechanical properties like high thermal conductivity and electrical conductivity, high mobility of charge carriers, high elasticity, Hall quantum effect, band gap adjustability etc. The mentioned properties are very attractive in the context of the material possible application as a base for nano-electronics. The literature data review has shown that the silicon carbide thermal decomposition technique can be used in commercial production of high quality graphene layers. At the same time, the optimality parameters are: temperature ~ 20000С, argon atmosphere, silicon carbide oriented surface (0001). The substrate polytype is not of great importance.

Development of the bottom pressure calculation methods

Abstract. Work is dedicated to semi-empirical and integral methods of calculating the pressure in the aircraft’s bottom region at stationary regimes. Historical information on improving the methods of calculation and mathematical models is given. The problem statement of calculating the bottom pressure is discussed. A complete set of gas-dynamics variables is formulated, which, at given installation’s geometry, completely determine the flow pattern in the bottom region. Different variants of bottom pressure calculation methods based on the concept of the dividing stream-line are reviewed. The data on the work to develop more universal methods of integral calculation are provided.

Abstract. The scientific article considers the importance of background factors in emergence of off-the-job injuries, which factors if present increase the probability, and if absent reduce the risk level of traumatization. During the problem study, we categorized the background factors. It was found out that there is a direct correlation between individual background factors and emergence of off-the-job injuries (р <0.001). Reverse, statistically weak, and doubtful correlation between external factors and the number of off-the-job injuries was revealed. At the same time, preventive work should also consider existence of external predisposing factors.

Moreover, the authors suggest using management efficiency indicator based on integral damage estimation.

Abstract. Abstract. The approaches to tax control organization, used in Russian Federation and in foreign practice, are studied. The tendencies of change of global experience in tax administration organization and tax risks control are investigated. The problems of tax evasion were studied from the viewpoint of impact on state security threat. The problems of fiscal performance at regional level are analyzed, and the evaluation of impact of shadow sector on the economic stability of the Federation constituent is provided (at the material of Dagestan Republic). It was revealed the necessity to strengthen the interdepartmental interaction of tax administrators with other executive authorities in the process of execution of control measures. It was substantiated the reasonability to extend the usage practice of indirect methods of tax base computation in tax control organization. It was suggested a complex of recommendations, aimed at the improvement of tax administration and better tax collection, as a factor for security increase of Russian Federation and its regions.

Abstract. In a series of three articles a review on the studies of separated flows in the vicinity of the aircraft’s bottom parts , as well as of the nozzle devices with a break in generating line. These researches have been carried out since the early 50s of the last century. Definitions to the bottom pressure and bottom areas of various types are given. The problem statement of the study of separated flow in a channel with a sudden stream expansion is described. The history of the experimental research on the dependence of the bottom flow in the channel on the design parameters and conditions of the environment is discussed. Paid the attention to publications on the definition of flow‘s physical pattern in the channels and ejectors. The links to all important works in this domain are provided. The review will be useful for professionals, who work on the development of new high-speed transportation systems.

Abstract. This paper presents a review of experimental studies of low-frequency oscillations, which may occur at the bottom area of supersonic flow. The papers, in which low-frequency oscillations were first discovered, are provided. The concept of quasi-stationary oscillations, developed by Soviet authors is discussed. Provided the information about the various phenomena (acoustic, vortical, turbulent, consumed), which cause pulsation of bottom pressure. The primary hypotheses about the excitation of low-frequency oscillations are discussed. Some results of the research system-synchronous modern dialect of the Tatar language

Abstract. This article analyzes the study of modern dialects of the Tatar language. The authors were carried out dialectological expeditions over the years of various regions of residing Tatars. The authors have drawn parallels with the different groups of Turkic languages. The specific layer is highlighted in the diasystem, which we nominally call as oguzizms. They belong to archaism category and have the anachronistic character. Their presence in all specific systems shows that these forms were frequently used, but later they were superseded by “rival” forms. It seems probable that these forms were derived from old-Kipchak language. Nowadays they are considered as the old-Turkic layer of origins. The authors provide new classification parameters to allocate Tatar dialects.

Abstract. The article is devoted to the question of a genitive case in modern Turkic languages in comparative-historical aspect. It reveals the importance of qualimetrics approach for development of effective casting quality factors. Abstract. Stable execution of a profitable part of the state budget in many respects depends on maintenance of completeness and timeliness of payment of customs payments, the basic place among which is occupied with the customs duties. Multifunctionality of the customs duties speaks various scientific approaches to its essence. It is considered as non-tax income of budgetary system, as a kind of customs payments, and as the tool of customs-tariff regulation of the foreign trade activity. Thus there is a debatable question on its distinctive features and the legal nature. Now strongly pronounced there is a fiscal value of customs payments, and in crisis conditions fiscal function of customs authority amplifies, which is negatively reflected in a problem of foreign trade development. In this connection the role of customs administration of the budgetary system incomes increases, which is based on providing the observance of the customs and the control over full and timely payment of customs payments. Realization of powers of customs authority should not restrain the rights and legitimate interests of the persons transferring goods through customs border of the Republic of Kazakhstan and responsible for customs payments in this direction [1]. Addressing in judicial authority for permission of the customs disputes, managing subjects win almost half of affairs, the most part of which concerns customs taxation, including customs duties payment.

Abstract. The article examines disciplinary and content meanings of the phenomenon “identification” crossed at social psychological and philosophical and sociological levels. To cope with the task, there was constructed a logical and methodological scheme. A definition and characteristics of the process of identification are given. Their integrative and communicative functions are justified and explained. The level structure and the disciplinary structure are singled out. The social psychological mechanism of identification in the unity of its opposites of inclusion into and insulation from a society is considered. The methodological and the disciplinary levels of studying identification are differentiated, and their interaction in modern cognition is examined. The articles shows the diversity of psychological interpretations of identification and the impact of these interpretations on philosophical and sociological generalizations. Methodological grounds are paid special attention to, and flexible methodologies are emphasized. The author clarifies how polyphony of cross-disciplinary interpretations of identification influences innovation processes in shaping general theory of identification.

Abstract. This paper discusses the process of development and functioning of foster families, one of the priority interventions for children without parental care in Russia. The author analyzes the main barriers to the development of foster care in Russia on the basis of national surveys; identifies obstacles to the development of foster care in the country and the necessity of its active implementation in domestic social practices. The study found that foster care has been successful in areas where accepted legal basis allowed the recruiting, selecting prospective foster parents, and where foster care maintenance are carried out by social services. In addition, in order to reduce risk factors such as the secondary abandonment of foster children it is necessarily to increase assistance from the state, social guardianship bodies and professionals.

Cessation of Bosporan coinage in the context of interrelations between Constant and Constantius II

Abstract. The article is devoted to complicated issue of sudden and complete cessation of coinage in Bosporus in 344 A.D. This event is the most prominent in post-Antique history of the Bosporan Kingdom and the whole Northern Black Sea Region. The author believes that the issue should be considered in the context of interrelations between Constant and Constantius II. Answering to Constant’s support of Bosporan King defending the Nicea Symbol of Faith strong Arian Constantius II took a squad of Chersonites and brought them in Bosporus to suppress the riot. The territory of the latter was included into Chersonese state as autonomous part which initiated full cessation of coinage own money in Bosporus.

Integration of foreign capital into Russian bank sector: mechanisms of entering, approaches to regulation

Abstract. The authors, on the base of analysis of home and foreign experience consider the particularities of the mechanisms of foreign capital entering into Russian bank sector. The approaches to regulation of banks with foreign capital participation are defined. The prioritized tasks are outlined which must be solved by Bank of Russia in the sphere of regulation of foreign banks’ activity. The conclusion is made that shadow banking in Russia has already become rather obvious, therefore it is necessary to start elaboration of home program intended for improved and more strict supervision over its participators with due regard to the recommendations of the Financial Stability Board.

Based on the analysis of the most striking examples of the theatrical literature, new features in the poetics of the genre are revealed, and they are used to create a national picture of the life of the Tatars.

Abstract. Methodological aspects of studying of the lingvocultural interference resulting language contacts of representatives of various cultures locate in article. On the basis of the comprehensive theoretical analysis sources, types and making components of a lingvocultural interference in the conditions of dialogue of the cultures influencing success of process of cross-cultural communication are revealed. Levels of a lingvocultural interference in the conditions of dialogue of cultures are established. Components of a lingvocultural interference in the conditions of dialogue of cultures are allocated and their reasons are established. In work the role of a cultural connotation in adequate perception of the foreign-language information containing in art and real communication is shown. Abstract: Addictive behavior in the modern world is a disincentive factor for personal-professional development of students. The purpose of this article is to identify the socio-psychological characteristics of college students who are prone to substance abuse. The problem suggested by the authors, is studied on the basis of an integrated approach which is based on an understanding of socialization as a process of social and professional growth, which determines the structure of psychological orientation and actively impacts its holistic subjective inner world, which allows to identify the socio-psychological characteristics of students, influencing the formation of the propensity to addictive behavior. The study made have revealed such personal characteristics of students with varying degrees depending on the propensity for alcoholism and drug addiction , such as anxiety , dependence on public opinion, and a high dependence on the attachment figure, difficult self-control, poor tolerance of difficulty, unpredictability in the actions, unstable emotional state. It was found out that students with a high propensity for substance dependence deformed structure of value orientations, reduced motivation to activity. The results of this paper can be used to develop programs of the educational process at universities, which will allow to adjust the work of teachers, psychologists, aimed at preventing the propensity of students for different addictions in order to increase the effectiveness and success of their socialization during training at the university.

Abstract In this paper, we present a three-step method of tenth order for determining multiple roots of a nonlinear equation. This method requires six evaluations per iteration, three evaluations of function and three evaluations of first derivative. Numerical examples are tested to compare our method with some other methods in the literature. We observe that our method is either comparable or has better performance in some cases than the other methods and preserves the order of convergence.

Impact of Financial Resources on the Performance of Manufacturing Sector of Pakistan

Abstract: The current study was carried on to explore the financial resources employed by manufacturing sector in Pakistan; explore the performance of manufacturing sectors in Pakistan; and find out the impact of financial resources on the performance of manufacturing sectors of Pakistan. The current study was a questionnaire survey based on quantitative data to collect from the finance managers of the selected companies of manufacturing sectors in Pakistan. Finance mangers of 36 Lahore based companies of six industries namely textile; cotton; cement; sugar; food and personal care products; and automobile sector constitute the sample of the current study. Data were collected through a 28-item self-constructed questionnaire based on independent and dependent variables of the current study, was employed. Frequencies, means, standard deviations, and t-values were calculated. One-sample t-test; independent samples t-test and one-way ANOVA were employed to signify and compare the means in terms of independent variables. Correlation was calculated to establish the impact of financial resources on the performance of manufacturing sectors of Pakistan. The study explored that manufacturing concerns in Pakistan rely on capital markets, reallocation of internal resources, commercial financing, venture capital, and public financing sources in order of preference. The study concluded that manufacturing concerns relying on capital markets and reallocation resources are performing better as compared with those relying more on commercial financing and venture capital. The study recommended manufacturing industries to strengthen their efforts to fund their projects more through capital markets as a long-term and less risky source.

Abstract. This article deals with the problem of modernization specificity of civil control in the circumstances of polyethnicity of the Russian society and its regional differentiation. Particularly, the Southern region causes the strongest interest, as it is the most versatile in terms of the number of ethnicities, and the most conflictive. It is paid particular attention in this article. The socio-economic situation in the South of Russia requires serious modernization, without which the decrease of conflictogenity of this region and the overcoming of the systemic crisis, which has been taking place during the whole period of post-Soviet transformations, is not possible. Migration of microelements in the profile of Cryozem in North-west Yakutia

Abstract. One of the specific features of the soil formation process in cryolithic zone, which distinguishes it from other processes, including the geological one (geochemical eolation), lies in the fact that migration of microelements in cryogenic soils is controlled by living organisms only to a certain extent, while in extreme continental climate of Northwest Yakutia it is controlled mainly by plants. The most important factor is the presence of permafrost horizon in the soil profile, which serves as a retainer and forms over-permafrost geochemical barrier. The article describes the intraprofile migration of microelements in dominant types of soils of north taiga landscapes of Yakutia, called Cryozems.

But before they are fed with biogas, the manure should be sorted, exactly, the bolders; long straw stems should be removed not to inhibit manure stirring in the reactor; vibrator implements this purpose. Assessment of qualitative indicators in a balanced system of indicators

Abstract. The purpose of the presented study is a proposal of a methodology of a quantitative assessment of qualitative indicatorrs in a balanced system of network trade companies’ strategic indicators. In the presented study a method of eventological scoring for a quantitative assessment of qualitative target indicators is proposed, because a use of expert evaluations, as a rule, is justified on a qualitative level, but does not result in a formation of an integrated quantitative assessment. Final conclusions, obtained as a result of statistical averaging of individual expert evaluations, are unstable. A technology of eventological scoring allows to make managerial decisions in a case of multievent risk and uncertainty of external and internal environment of a company's operations. As a substantive conclusions in the presented study a quantitative assessment of a qualitative target indicator is determined, which allows to interpret not only a current situation, but also to identify main directions of a target indicator increase.

Abstract. In this article theoretical bases of administrative abilities formation of technical specialties students are covered. Characteristics of administrative abilities formation of technical specialties students are proved. The maintenance of administrative abilities formation of technical specialties students is opened: psychological culture of administrative activity; independent to finding of optimum ways of achievement of the purpose and overcoming of difficulties in the interpersonal relations; understanding of the psychological factors influencing adoption of effective decisions; self-organization of the personnel and opportunity to operate of. Abstract. The article presents the review of the unexplored literary and cultural heritage devoted to creative works of Omar Khayyam, the known Turkic-Islamic word-painter of the XI century, as well as Shakarim and Mashkһur Zhusup, the Turkic-Kazakh poets of the late XIX and early XX centuries. Artistic, linguistic, psychological, methodological, religious and symbolic features are considered based on specific facts. Scenic, linguistic and stylistic variations of Turkic poets are fundamentally studied and compared with the Middle Ages poetry. Critical and comprehensive understanding of the scenic and stylistic features of the art works of affined Turkic folks is based on the analysis of the poetry of Turkic poet Omar Khayyam, as well as poets Mashkhur Zhusup and Shakarim. Investigating the mastership of word-painters, author defines the individual writings, i.e. styles of the poets. Author show the role of art works in justification of their scenic identity, as well as ideological and thematic features. In the course of revealing the artistic features of the art works author define their function in the development of scenic nature and the problems considered in modern poems of Turkic folks.

Abstract. The problems of selection and substantiation of theoretical grounds for creation of informative structure of linguo-communicative culture (LCC) are considered, as well as the selection of relevant procedures to measure the degree of formedness of each component to the benefit of development of LCC formation technology of the pupils in technological gymnasium. To solve the problem, how to determine the levels of LCC acquisition by the pupils of technological gymnasium, each level is provided with the verbal, i.e. qualitative characteristic, and the formalized numerical scale is created to measure the LCC numerically, with the intervals, each of which will be adequate to one or another level of acquisition of linguo-communicative culture.

Abstract. Creation right at the beginning the twenty first century (June 2001) the Shanghai Organization of Cooperation which has come in the stead of "the Shanghai Five», marks itself a new mark in relations between China and the countries of the Central Asia. From the organization which has been originally created for the decision of especially frontier questions, including border demilitarization between China, Russia and three central-Asian countries (Kazakhstan, Kirgizstan and Tajikistan), having the general border from the Peoples Republic of China, had been created the organization which purpose is not only the permission of frontier questions, but also development economic, political and a cultural contact, and also coordination of efforts in fight against terrorism business. Ethnic relations of Kazakhs of Kazakhstan and Kazakhs in China also can promote strengthening of these communications. Opening of a railway route between Almaty and Urumchi has opened to Kazakhstan access to seaports in the Chinese province Liaoning for trade with other world. Investments of China into oil projects in the west of Kazakhstan also promote strengthening of economic presence of China in Kazakhstan.

Abstract. The present paper focuses on bed planted wheat systems using in the south-eastern part of Kazakhstan. This experiment was conducted with winter wheat, corn and soybean to determine intensive ways of irrigated land use. Conventional flat planting has some disadvantages and using of bed-planting system in region can become the basis of crop diversification. Results of research confirmed effectiveness of direct seeding on permanent beds, showed higher crop yield and good profit.

Abstract. In the study based on the material of Russian and Tatar derived words you can reveal the nominative derivation specificity, which is a characteristic of most natural languages. We also have established the causes of interlingual asymmetry in the ratio of derivative and non-derivative lexical units: first of all it's the systemic-structural differences between Russian and Tatar languages, due to their belonging to the different morphological types, as well as the specificity of linguistic consciousness, namely the signs and associations that are underlied the name and reflected in its inner form.

Abstract. The article covers the results of the empirical research which allow to reveal and compare the interrelations of emotional intelligence, aggressiveness, hostility, situational and personal anxiousness indicators of young men and girls - future teachers studying at the 2 course of the faculty of arts of Kazan federal university. The comparative analysis has not revealed consistent gender peculiarities of emotional intelligence, aggressiveness, hostility, situational and personal anxiousness indicators of future teachers. The obtained results allow to draw the following conclusions: the better the students understand their psychology, the better they treat other people; this influences the ability of social adaptation, the level of their aggressiveness and hostility is lowered, their anxiousness is controlled by means of emotional intelligence.

Abstract: In recent years, much attention has been paid to the role of hormones and biogenic amines, contained in the gastric mucosa, in the regulation of gastric secretion. At the same time, monoamines ratio plays a significant role in changing the activity of gastric juice and impaired regulatory mechanisms of the stomach. These disorders are caused by various reasons, resulting in insufficient secretory function of the stomach. Unfortunately, there are not enough data on the significance of these factors in polyps’ formation. This led us to conduct a comprehensive study of gastrointestinal hormones and biogenic amines in patients with gastric polyps of different locations, sizes and shapes. We believe that our study will come closer to understanding the mechanisms of polyps’ formation and its cancerous transformation.

Abstract: The purpose of this study is to show the influence of how SNS(Social Network Services) can help sharing ideas on creation. Also, the efficiency of the process in a team project is also included in the study. According to the survey, the reason why we use SNS in team projects is not because of the efficiency of the progress and the improvement of the performance. It was just because we had trouble matching each other's available time. In this study, we brought up a problem about the inefficiency of a meeting in original team project. As a way of solving this problem, using the platform of SNS and making a better way of deriving ideas in a team project was the background of this research. We are trying to validate how utilizing SNS as a place of sharing ideas and show that it can lead to better performance. The analysis conducted a survey of students in their twenties and one hundred and ten office workers who have experience of using SNS as a way of performing their tasks, through online Google research. After the survey we implemented FGI on the subject, dividing into two groups, people who have used SNS as a platform for sharing and the others who have not. As a result, the group of people who have used SNS show competitive advantage over other teams of illustrating creativity of creative result and degree of completion. That is to say, the core of our study is sharing ideas by SNS helps to bring out ideas in lower stress environment and enable to perform their tasks with more innovative creation. By this, it leads to reasonable competition within teams and creates synergy. Consequently, the expected effectiveness of this study would be for SNS to be utilized as a platform for sharing idea. Especially, on projects in colleges and companies leading to improvement of time efficiency and accomplish improved productivity.

Performance Evaluation of Asphaltic Mixtures Using Bakelite

Abstract: This research evaluates the performance of various hot mix asphalt mixtures. Four HMA mixtures (two controlled and two modified) for wearing course were evaluated within envelope of national highway authority (NHA’s) class A and class B gradations using Superpave mix design method. Bakelite, an old plastic was added as modifier to the penetration grade 60/70 binder. This study investigated the rutting resistance by Hamburg Wheel tracker test at room temperature and stiffness by dynamic modulus test at various temperatures (25, 40 and 50˚C) and frequencies (0.1, 0.5, 1, 5, 10 and 25 Hz) using Asphalt Mixture Performance Tester (AMPT). The test results indicated that with the addition of bakelite, the performance of mixtures improved significantly. The percentage reduction in rut depth at 6% optimum bakelite content was found to be 29% and 38% for class A mixtures and class B mixtures, respectively when compared to controlled mixtures. Likewise, the percentage increase in dynamic modulus values was found to be 36% and 46% for class A mixtures and for class B mixtures at 50°C respectively. The statistical technique of Full Factorial Design of Experiments was used and results revealed that frequency was found to be the most effectual factor on the dynamic modulus, followed by temperature and bakelite. This research would facilitate the pavement engineers to minimize the distresses during the service life using bakelite as a modifier.

Effect of Art Therapy Program on the Physical, Emotional, Cognitive functions of the Korean elderly with Dementia

Abstract: The study aims to figure out the effect of art therapy on the physical, emotional, and cognitive functions, of the elderly with dementia. The study carried out group art therapy as a psychological approach to solve it. 5 in experiment group and 6 in control group were randomly selected from the elderly with dementia who were in the silver care unit in Chungnam Medical Institutes. First, when physical function efficacy was verified after art therapy, covariance showed the improvement of physical function in the experimental group, but no significant change was found in control group. Second, the result of the analysis of covariance on the cognitive functions of the control and experimental groups, there wasn't a significant difference between the cognitive function points of the experimental and control groups. Third, when emotion function efficacy was verified after group art therapy, covariance showed the improvement of emotion function in the experimental group, but no significant change was found in the control group.

The role of self-esteem in the relationship between depression and suicidal ideation of Korean adolescents

Abstract: The present study aims to explore the role of self-esteem in the relationship between depression and suicidal ideation. Data were collected from 396 adolescents through a probability sample of the population via a stratified multistage probability sampling design based on geographic area (Metro city, Middle city, rural areas), gender (male, female) and school grade (middle school, high school, university). The data for the study were analyzed via a cluster analysis and a multiple regression analysis. The main outcomes of the study were summarized as follows. First, the risk types of adolescent suicide from depression and suicidal ideation are classified into three types - crisis group (40.5%), dangerous group (10.2%) and stable group (49.3%), from which the self-esteem of adolescents in the dangerous group being the lowest. Second, self-esteem buffered the effects of depression on suicide ideation. Consequently, Korean adolescents’ suicide ideation due to depression was higher when self-esteem was lower, and vice versa.

An influence on the quality of life by the capital of the elderly

Abstract: In this study, in order to identify the influence of human capital, social capital and cultural capital of the elderly on the depression and satisfaction of life, a survey was conducted in November 2013 targeting 353 elderly people residing in the local community. A hierarchical regression analysis was conducted using the demographic characteristics as the control variables. As a result, among the different capitals of the elderly, social capital had the largest influence on the depression of the elderly. Based on the final model, depression in the elderly have shown to decrease when their private trust and public trust were high, they have a greater number of children who provide cash/gifts, they meet more frequently with their children, they have more neighbors to speak to and when they have more cultural capital. Among them, cultural capital has currently shown to engender the greatest influence on the depression of the elderly. Second, as with depression, social capital had the greatest influence on the satisfaction of life among the elderly. Again, based on the final model, it was shown that satisfaction of life among the elderly increased when they had higher private trust and current cultural capital. Among them, private trust was shown to cause the greatest influence on the satisfaction of life among the elderly. Therefore, although the most influential capital on the quality of life of the elderly was social capital, the influence of each individual variable differed according to depression and satisfaction of life.

Chronic Effect of Artificial Butter Flavoring on the Liver and Kidney of Male Albino Rats. (A Histopathological Study)

Abstract: Diacetyl is used to give taste and smell of common foodstuffs such as margarine, snacks, candy, baked goods and pet food and other products. 2,3 - diacetyl butanedione is a yellowish liquid is usually mixed with other ingredients to produce the flavor of butter or other flavors in a variety of food products. Associated with inhalation of vapors butter flavor first with bronchiolitis among workers in the aerobic production of microwave popcorn and the study of inhaled diacetyl with decomposition and deformation in the epithelial tissue examination showed hypertrophy of the cells of the liver lobule, and necrosis in the pipe near the kidneys. In this study was used 36 male of rats ranging weights from 90 to 110 grams, were divided into 3 groups. Control group consisting of 12 rats were given distilled water and also two treatment each consisting a total of 6 Grazn. Was given a dose of Melgr M / kg of body weight per day for two weeks in a row. The samples were taken from the liver and kidney of control and treatment rats to study the histopathological changes and fixed in formalin solution and then prepared to stage pieces and paint a Eocene Alheimatoxlin dye Histological study. This study showed many of the pathological changes (kidney) shows severe necrosis and hemorrhage in vitro sparse - necrosis sharp with pool in the tubular cavity cells. Nkerzh pipeline leak lymphocytes - Tklso necrosis pipeline and the accumulation of acidic substances in in vitro bundled extended pipeline with Nkerzh pipe show combines acidic substances in vitro twisted. Hyper cells Almiznchimih and leakage of lymphocytes and shows necrosis cell phone and cell death and shows severe bleeding and shows decomposition Alanabibi and lose summit Interior cilia cells that help the nomination (Liver) injury and hepatic cells Taatdkhmha apoptosis and clotting Nkrvsasat granulomas hepatic cirrhosis of the plasma cells and lymphoid aggregates necrosis and fibrosis squint pockets bleeding blood vessels dilate sinusoidal.

Inhibition of toxigenic fungi in Poultry feed using powdered plants

Abstract: The present study was aimed to evaluate the inhibitory effect of different powdered plant against different toxigenic fungi.The results showed that the powdered coriander was found highly effective against A.ochraceae with 0.6% w/w at the end of 6th week and scored 0.Powdered neem also showed inhibitory effect at 0.6% w/w against penicillim 1 and 2 while powdered clove showed inhibitory effect against penicillium 2 with 0.5%w/w concentration.Total numbers of spores 17×104/g of A.ochracea was noted by using powdered clove at the end of 3rd week and 31×104/g spores of A.niger at the end of 4th week.No spores of A.niger were detected by using powdred clove at 0.5% w/w whereas 22 ×104spores/g of penicillium 2 were noted at a concentration of 0.4% at the end of 6th week.

Abstract: Plants play an important role in the development of new drugs. Phytochemicals are the natural compound occur in plants, vegetables and fruits, that work with nutrients and fibers to act against diseases or more specifically to act against diseases. As the plants are directly in contact with air, water and soil, the constituents of these sources might contaminate the plants. In addition to the toxic elements such as mercury, arsenic, lead, nickel and cadmium which might be present in some plants and threatened the consumer health, especially the children and elderly. Useful elements such as calcium, magnesium, zinc, manganese and iron are also usually present in plants which help the good health. Many countries have already evaluated their popular herbal medicines with regard to toxic heavy metals.

Pre- and Post-War Life History of Sex Slave Victims by Imperial Japanese Army

Abstract: This study attempts to investigate the pre- and post-war life history of the sex slaves by Imperial Japanese army, who were among the countless victims made during the Japanese colonial era, whose claims against the Japan wartime atrocity have yet to be resolved. With emphasis on the human rights violation cases therein and those regarding human rights restoration movement, the study aims to contribute to restoring the dignity of the victims. The study also attempts to expand the previous studies’ discussion of the subject matter and the victims’ oral testimony of their life experience such that a greater number of victims can be addressed. The sex slave victims by the Imperial Japanese army were drafted against their will to serve in the war waged by the then massive militaristic power Imperial Japan, thus becoming subject to utter stripping of their human rights. The victims had not only had to be forced into Imperial Japan’s wartime sex slavery but also had to face the cold shoulder and discrimination from Korean society after returning to their home. Even since the first such testimony about the Imperial Japanese atrocity as given by one of the victims, Ms. Kim Hak-Sun, on 14 August 1991, many more victims have followed in her footsteps and testified. Moreover, the Wednesday protests, i.e., the spontaneous weekly gathering by the victims, and their testimony in Korea and elsewhere around the world have begun to ensure that their basic human rights will be restored. As with the victims taking the initiative in the issue, this study investigates their lives, particularly focusing on their lives after starting to participate so actively in the social issue.

Standards Design for Some Pile Fabrics Used as Curtains to Achieve a Comfortable Properties

Abstract: The quality of any product including textile products determined by the suitability of its actual properties for the function which was produced for it, and that's where the functional appropriate of product measured according to rigorous studies of the conditions of the end-use. Therefore, multiple studies was to develop a scientific basis for the design and production of textile products with specifications suitable for many end use functions imposed by the circumstances of modern life that we live. From here, the idea of this research, that relied on producing a total of eighteen face-to-face (double woven) warp pile fabrics which used as curtains, in order to study the effect of their different factors of textile structural (pile yarn material, pile height, and weave structure for pile)on their comfort properties (thermal insulation- sound absorption). All test methods are explained and results discussed. All samples have achieved the expected results and more results were reached, for examples, samples produced with 100% Acrylic fibers have recorded the highest rates of thermal insulation and sound absorption, As well samples produced with high pile have recorded the highest rates, whereas samples produced with weave structure for pile (w) have recorded the lowest rates. It was stressed that all the construction parameters under study were significantly affected in characteristics of thermal insulation and sound absorption.
